Gurgaon-Delhi expressway is a death trap of anonymity, if analyzed by any parameters. You may wonder why such a blanket assessment. Very well, have you ever seen the death rate in the stretch since its inception? Since January 23, 2008 more than 100 people died in the e-way in about 1,700 accidents. However, the concessionaire company, DSC Ltd and the governmental agency, National Highways Authority of India (NHAI) are blissfully oblivious as to the identity of the ill-fated victims! It seems, humans are as faceless as chattels for them, say like bovines. In fact, adjudication proceedings in the matter are pending before the Punjab and Haryana High Court and in the event of the court ordering any damage, it would be difficult for these agencies to trace up the identity of the victims.
Apropos the anonymity of the victims of the death-trap of the Gurgaon-Delhi expressway, NHAI has responded to a Right to Information (RTI) query that it has no details of the victims who lost their lives on the expressway. An equally blank response emanated form the private sector concessionaire, DSC Limited. While NHAI, being a Government instrumentality, is duty-bound with a statutory responsibility, DSC Limited cannot evade a duty imposed by law. Both these entities maintain that the duty of keeping the details of the victims involved in the e-way mishaps rests with the local police who are responsible for law and order matters.
The anonymity death-trap of Gurgaon-Delhi expressway came to light when the Delhi-based businessman, K.S. Anand whose son died in an accident, filed an RTI application before the NHAI. Replying to a query whether any panel or committee was formed to look in to the anomalies which had caused the accidents, it was said that no specific panel or committee was formed. It was replied that both NHAI and DSC
Limited repeatedly took the matter with the district administration to see that adequate police force was deployed in the stretch to ensure traffic safety. On another query whether DSC Limited had any arrangement with any super-specialty hospital
in the locality for quality medical care for the victims in the event of any accidents, it was replied that victims were taken to Civil Hospital, Gurgaon, Safdarjung Hospital, Kalyani Hospital, Paras Hospital and Pushpanjali Hospital. It was also replied that as per the concession agreement, 2 underpasses at South City and Jharsa were provided and there was no provision for ambulances but the concessionaire had to ensure the availability of sufficient men and materials to meet any emergency.
